FIRST TIME IMPLEMENTATION HCFC DESTRUCTION IN VIETNAM

On 21st November, 2016, Green Development Center (Green DC),  waste generator unit was authorized by the implementer of the Project “Promotion Green Hospital Development through Improvement of using Energy efficiently  and environmentally in Vietnam” was collaborated with Holcim Corporation to organize HCFC (which was collected from old AC) Destruction event at Holcim cement plant in Hon Chong, Kien Giang. Total 122.85 kg of R22-gas refrigerant liquid have been processed first time in Vietnam through the handling waste in the cement furnace simultaneously technology/ methodology.

Amount of handled HCFC was withdrawn from more than 200 old generations AC of 2 hospitals, including: Viet Duc Hospital and 115 Hospital belong to the Project: “Promotion Green Hospital Development through Improvement of using Energy efficiently and environmentally in Vietnam”. This project was implemented via joint-credit mechanism in the framework of Cooperation Program “Low-carbon growth” between Vietnam and Japan, sponsored by NEDO via Mitsubishi; Ministry of Industry and Trade is the agency to host the Project implementation.

HCFC treatment had been taken place in the presence of the representative from the Ministry of Natural Resource and Environment, Ministry of Industry and Trade, National Ozone Office, Mitsubishi UFJ Morgen Stanley Securities Co., Ltd, Green Development Center (Green DC) and reporters from more than 10 local and central media agencies.

HCFC treatment process is considered thoroughly and safely via the handling waste in the cement furnace simultaneously green technology/ methodology. HCFC was handled totally on the temperature which was up 20000C, fired up a long time, oxidizing environment with tight feeder system, are monitored continuously allowing complete destruction of HCFC compounds. Treatment simultaneously is seen as viable solution, effective and environmental friendly to handle waste objectively in the international; and it is also recognized and encouraged to apply by many international organizations such as WHO, WBCSD, the Basel Convention, and European Cement Association. Emissions are controlled by emission controlling system which works 24/7 to ensure the waste treatment generally and HCFC particularly are not cause any impact to environment and always ensure to compliance with the requirements of Vietnam environmental legislation.

Mr. Nguyen Khac Hieu, Deputy Director, Bureau of Meteorology, Hydrology and Climate Change, Ministry of Natural Resource and Environment said: “According to the World Bank in 2009 and 2010, Vietnam exhausts around 3.519 ton of HCFC. Based on the environment protection commitment, in 2015, Vietnam try to eliminate 10% of HCFC, and to 2020, there is expected to eliminate 30% HCFC and until 2030, HCFC will be estimated to be eliminated is around 97,5%. Hope that model will be spread and multiple in Vietnam, instead of directly discharging HCFC into the atmosphere or just only collecting and storing, today Vietnam has tested and successfully destroyed”.

Through destroying HCFC recovery from Green Hospital Project, parties aim to pilot on HCFC elimination in Vietnam, thereby raising awareness of the danger when HCFC is released onto atmosphere and contribute to global warming.
